Sustaining Members are provincial and territorial departments/ministries of education most of whom joined at the time they entered into the Canadian federation. The federal government through Human Resources Development Canada became a Sustaining Member in 1994. Each is represented on the CEA Council. Sustaining membership fees are the largest single source of annual revenue for the Association. Non-government corporations may be admitted to Sustaining Membership on approval of the Management Board.
